Ex-Warren Sheriff indicted for molesting boy in Mansfield, Belvidere

Edward G. Bullock allegedly abused boys at the juvenile detention center at Warren Acres.

Express-Times is doing a lot of investigative reporting, for once. The Morning Call has published a lot of detail, too. It's in many other papers and NJ News 12 and WFMZ-TV out of Allentown.

If it wasn't buried 21 years ago, it could have approached a Sandusky level story, at least regionally.

That story is total BS and lawyer speak about not knowing about the alleged abuse until late 2013 because the county knew about this alleged abuse in the early 90s before the election and kept it quiet so Bullock would be reelected and step down for his republican replacement Donald Kelley . Everybody who worked for the county knew it back then ! The only mystery is why it took so long for a civil suit to be filed .

furthermore, it's most often a close family member or trusted person in authority who commits this type of crime. parents aren't likely to believe it even if the child were to summon the tremendous courage it takes to disclose sexual abuse.

The indictment was issued on February 26th and the article was published on March 4th, and he's not in custody yet.

What's taking them so long? It sounds like he's in a nursing home and not able to get around very well, but it would be a shame if he died or even killed himself before getting a chance to face justice.

Why we wait so long to accuse these people is beyond me. Are these children really that afraid of their parents that they can't tell them what's happening in their life. I find that very sad.

It is sad idlechatter, but look at the original article. This kid had no father to go tell, that was one of the reasons he was in the group home to begin with. And the mother was alcoholic. When the kid told some at the home, the response was to punch him in the face and say "never speak of that again to anyone".


Unless you have walked in the child's shoes, you can NEVER understand the shame, guilt and fear that they feel. It's all those things and more that keep children from telling.

This "statute of limitations" must be new, or at least newer then when I tried to report my abuse. I was told that I only had a number of years AFTER I turned 18, or after I REMEMBERED the abuse, to report it. I was well into my thirties before I contacted the police. AND I had NEVER forgot the abuse.

Mute at this point, the abuser has since died and with any luck has had to stand before God and be judged. I try so hard not to wish him to eternal life in hell, but I'm only human...

littlelu: I am very sorry this terrible thing happened to you and I also understand that there are circumstances to everything that happens in our life that sometimes prevents us from doing the right thing...in this case reporting the person to someone and having them punished at the time this abuse happened. I have a friend who is my age (senior citizen) and he is just now coming forward in his book telling about the abuse he was subject to by his Mother's friend growing up. He tried to tell his parents back then but this was a very religious family and they told him never to bring up that subject in their household again. Thus it went on many years....he never married and he carried those memories with him all these years without saying anything about it as he said he began to feel after a while that it might have been his fault it happened. and he was ashamed even after that person passed on to say anything about it until now.

I understand that, I can in no way understand how a child feels when this happens to them and all my compassion, goes out to them. But cant someone look into who the person at the group home is, that punched this kid in the face for coming forward with this information. And couldnt that person, if a adult at the time that they wer told ,and then punched the kid and didnt report it. be charged as a accessory to the crime? I dont know how the law works in these cases. But I would hope if a child tells you something like this. You not only have a moral obligation to report it, but also a legal obligation.

If you read the article, the guy is now 84 years old and confined to a nursing home. What do you want to bet that he's got Alzheimer's or some other form of dementia? That's probably why they haven't arrested him formally; number one he's unfit to stand trial and two, they don't have the proper medical facilities to house him.

The way to be sure is contact the prosecutor. They're the one who made the original deal for when he was going to appear. They would also know if there is some kind of medical exam or not to determine whether he's fit for trial or not.

I knew someone who worked for Warren County during that time and it is true that Bullock's perversions were known and kept quiet by the county republican party until after the election .The taxpayers of Warren County will now pay for that cover up with higher taxes - not those who actually did the cover up. Remember the Chuck Haytaian sexual harassment scandal in the 90s that cost taxpayers almost 350K ? That was about 20 years ago , if brought to court now the settlement for this will be millions paid for by county taxpayers .The politicians have the system rigged in their favor and the taxpayers always lose !

Actually the county has insurance for this sort of thing (what is the premium for molesting kids?) and the insurance company's attorney represent the county in the civil matter, besides something always costs us poor tax payers; county employee salaries/benefits are the majority of the budget anyway...

That would probably include everyone who worked in the County courthouse at the time that they heard the rumors - from both parties . At what point would anyone put their job and pension at risk based on a rumor ? Easy to say , but much harder to do with a cushy pension and retirement insurance benefits on the line to lose . Well I'm sorry that I didn't beat his pervert buddy to death (in the Easton Express a couple of years later after the Bullock incident) when he showed up in 1990 wanting to buy my deceased dad's truck and could only say I heard the son was young . To which I replied do you want the truck or not ? I think the point is that we need to learn from our experiences and realize that when a child says something happened, it needs to be investigated. When they act different, we need to investigate. When we feel that something is wrong, it usually is and then, with that knowledge we need to strive to make it better. Passing judgment on a wrong is one thing, blaming ourselves for not knowing is another; but, if you had knowledge and did nothing about it, then we must take a look at ourselves and see how it can be rectified so it doesn't happen again. There is a saying, "it is easier to edify our youth, than to fix a broken adult". We need to protect the innocent. It is devastating when you are in a broken home, without resources and someone tries to take advantage of that vulnerability. But if you can look into someone's eyes and see their pain, and act! Then maybe a life you've saved. If you didn't do that, lamenting now will do no good; but, the knowledge that you now have will serve you well in the future. Never turn your head and deem a wrong doing, right ... because it is not right, even years/decades later, and sometimes it is just too late ... the damage is done. Now, what do we have ... nothing but sorrow. Let's learn the lesson. Be the change and get proactive. If you know something, speak out. If you see something that's wrong, stand up. Be the difference in someone's life .... it's never too late.

Good luck finding that article , probably have to delve into the Easton Express microfiche circa 1990-1993 to get that story . But if someone showed up in your driveway to look at the truck of your recently deceased dad and all he had to say was I heard the son was young what would you assume ? No matter what, at the end of the day "The County" had custody of these children either in the Shelter or Warren Acres, they were prisoners or wards but regardless Warren County as an institution had an obligation to provide for and protect these kids, not ignore what has become to be known as flagrant pedophilia behavior. The county along with DYFS and any other agency or their agents, officers and employees that knew something and ignored what was happening, or chose to do nothing or not to say anything or even went as far as to joke about it or try to cover it up and thwart justice deserve to be held accountable too.

If they kept it in the County where he was a Sheriff, I'm sure whistleblowr908 would say that was a flagrant attempt to thwart justice, as well.

It seems unfortunate that a serial pedophile will not be held accountable in the very county where he committed his horrific crimes, I think this is further exasperated by the delay it will most likely cause and the fact that its exactly what Edward Bullock and his attorney wanted all along.
