Animals in the Cold Weather & What You Can Do

In light of the fact that the Weather Channel is calling for temperatures below 33 degrees tonight, here are some tips if you need to call the police about a dog outside.....

1. No tethering at all between 11 pm and 5 am no matter how warm or cold it is outside.

2. Tethers must be 15 feet long, and not obstructed. Dogs cannot be tethered form more than 30 minutes between 5 am and 11 pm, unsupervised. Chain can not have links that are more than 1/4 inch thick.

3. If the temperature falls below 33 degrees, and a dog is left outside, he must have the following, food, potable unfrozen water, a dog house that he can lay down in, the dog house must be off the ground, have straw, a wind flap, and be impervious to water or moisture, it must have 4 sides and no leaking roof. The dog must be able to maintain his body temperature.


To report animal abuse in New Jersey, call your local police department and ask for the HLEO officer. If you do not have a local police department, call the State Police as they now have trained HLEO officers. Also, animal control is NOT in charge of animal abuse. If the police department tells you that they are incorrect. Ask to speak with a Supervisor.

Seriously? So a dog can’t be on a run and have a dog house - for more than 30 minutes during the day and not at all at night?


This is the portion of the Hackettstown animal welfare ordinance. Seems a bit more realistic in my opinion.


6C-2. Chaining or Tethering of Animals.

Animals shall not be chained, tied, fastened or otherwise tethered to dog houses, trees, stakes, poles, fences, walls, or any other stationary object outdoors as a means of confinement for more than six (6) hours during a twenty-four (24) hour period. The tether or chain must be at least fifteen (15) feet in length and positioned to prevent tangling and hanging; animals must be able to move freely when chained or tethered. Animals must be equipped with properly fitted harness or buckle type collar. Shelter, water, and food shall be accessible to the animal while chained, tied, fastened, or tethered.

6C-3. Extreme Weather.

In extreme weather, below 32 degrees and above 90 degrees, animals shall not be left outside for more than fifteen (15) minutes during a three (3) hour period.
