I don't know what the 2nd offense is, but it should be you loose your license for good...I didnt see that they said he was drunk in the most recent article but chances are he was, considering he fled the scene........and if that is the case, Calico you are right he needs to be off the roads for sure, AND mandatory rehab. It may not get him to the point he quits drinking for good, but it sure will help plant the seed if it's not already planted..........

I hear ya on the re-test but what a bummer for the elders. My MIL drove until her 90's and for the last couple years was not the best driver out there. But rather than destroy her freedom, we crossed our fingers, lit a candle, and prayed no one would be hurt, just gambling on the odds. A few fender benders later, she had a romp with someone's back lawn, no harm, no foul, but it was time.

She fell ill a short time later and it didn't matter.

I am not sure how we would have dealt with her realization that we took her keys away from her.

We took the keys from my Mom 1 year before she passed and that was a very bad year. Wish we could have seen the future and just skipped it in that she wouldn't have been driving that much longer anyways. Only casualty was a mailbox and our feelings during the year she lashed out because we took her keys. Perhaps it was a good release, who knows.

So I hear ya on the retesting but man, stripping folks of their car is a huge move which affects the entire family.

FREEHOLDERS INTRODUCE BUDGET REDUCING COUNTY PURPOSE TAX

The Warren County Board of Chosen Freeholders introduced a $91 million budget for 2019 that reduces the County Purpose Tax by more than a half million dollars.

For the first time since 2013 the County Purpose Tax is less than $70 million, and the freeholders said the overall spending plan is the lowest it has been since 2004.

The freeholders will hold a public hearing and vote on adopting the budget on March 27 at 7 p.m. in the Freeholder Meeting Room of the Wayne Dumont, Jr. Administration Building. The proposed budget is available for public review on the Warren County government website at www.co.warren.nj.us/budget.html.

“I’m very happy with our budget process this year. Everything went extremely well,” said Freeholder Director Jason J. Sarnoski, adding he was pleased to be introducing a budget that reduces the tax levy.

Freeholder Richard D. Gardner credited county Chief Financial Officer Daniel Olshefski and his team, as well as the County’s department heads, for holding the line on spending.

“I am very proud of the work done by this Freeholder Board and our County professionals,” Freeholder James R. Kern III said. “Over the past few months we have come together to deliver a budget that cuts spending and taxes for our residents.”

Warren County is utilizing less money to run county government than it did 15 years ago. Moreover, through continued “Pay As You Go” budgeting practices, the County will reduce its total debt to around $2.2 million by the end of 2019.

Debt service requirements will decrease $562,300 – a 34 percent reduction – in 2019 due to reduction in Open Space Bonds. The freeholder board places a high priority on reducing the County’s debt to minimize the financial burden on future generations.

Despite the low debt position of the County, the freeholders noted that Warren continues to maintain a healthy capital spending program that prioritizes important projects and maintains facilities and infrastructure at the high level the public expects.

The freeholders plan to increase the County’s Capital Projects Budget by $1.3 million this year, adding 2.5 miles to the annual road resurfacing projects for a total of 16.5 miles scheduled for work this year. The increase will help to catch up with maintenance deferred in prior years due to budget constraints and a sluggish economy.

The County also is putting aside money for proposed renovations to the Warren County Library’s Catherine Dickson Hofman Branch in Blairstown, as well as plans for new Division of Roads facility in the southern part of the County. The proposed budget also provides additional capital support to the Warren County Community College for HVAC upgrades at the main campus.

The County Library Tax will remain flat for the third year in a row despite the fact that the county opened a brand new, state of the art, 9,000-square-foot Southwest Branch just last year. This will result in a reduced Library tax rate due to a small increase in the Net County Valuation.

The County Open Space Tax also will be reduced by one-half cent this year. This will trim the amount of taxes collected by more than $0.5 million, but will not impact the County Open Space, Farmland Preservation, and Municipal and Charitable Conservancy Trust Fund programs paid for through this tax due to the reduction in open space debt payments of approximately the same amount.

Because you cannot make a turn at all when an emergency vehicle is approaching with lights and sirens on. If you are stopped for a turn, you stay put. If moving, you get right. Never, ever go left. Emergency vehicles will always pass on the left.

That’s a tough one depending on the cop’s rate of speed, was her turn signal on, how many cars were backed up behind her.....

Had a friend who passed on the left as the passed car turned left. He was speeding a bit but the worst part was all he had on was a pair of skimpy gym shorts. That’s it. No shirt. No shoes. Commando. Dad’s rental car. He got the book thrown at him and not a pocket to put it jn ;-)

There are double yellow lines here, generally means no crossing although law can be fuzzy if you're turning into a driveway, definitely means no passing however. So, was the young woman making the left with her signal on ? perhaps then not an illegal turn and if so, why didn't the trooper see the signal and still try to pass on the left which was illegal. Was there another car or cars behind the girl? then the trooper passing on the left was really dangerous and dumb. Also, why was this guy speeding with lights and siren to a "wellness" check, whatever that means in White Twsp.

It is not always illegal to pass on the right. If there were two lanes going in the same direction (which I believe is the case, in that spot), then it's legal to pass on the right, in NJ.

In addition, the laws regarding the operation of emergency vehicles--and yielding to them--is not very clearly defined. The driver of the emergency vehicle is required to drive safely and without disregard for other drivers, even when the lights and siren are on. For example, if the trooper saw that the other vehicle was stopped and turning left--whether legally or illegally--then the trooper should have slowed way down and passed the vehicle very carefully. It's much like when a pedestrian crosses a road outside of a crosswalk--the vehicle may have the legal right of way, but it doesn't mean the vehicle operator can just run over the civilian, if it can be avoided.

I'm not saying who was right or wrong, in this incident--I don't have all the facts. But just because the civilian vehicle was breaking the law does not mean that the trooper didn't, as well.

If the driver passes a vehicle proceeding in the same direction on the right, the driver is also guilty of improper passing, unless the other vehicle is about to make a left turn or there are at least two lanes of traffic proceeding in that direction. A driver may not drive to the left of the center of the highway to pass a vehicle move in the same direction unless the left side is clearly visible and is free of oncoming traffic far enough ahead to permit safe passing. We paid, they get apts. for free.
Lots of people who do not work/ or work off the books.
Not like it was years ago.

It may be simply a case of the person in the SUV didn't really look close enough. A bike traveling west up the hill at speed 50 there I believe or a bit faster would seemingly come out of nowhere at that spot. If the lady exiting Penwell looked right, left and turned then he easily could have not been seen. At that particular spot it's a look right/left at least three times before turning. Believe me I have driven a loud, flashy Harley for 30 years around here and have witnessed first hand too many of these types of scenarios. I can assure you folks very often just glance before turning, not a real purposeful look to see if it is clear.

With that said it appears she was at fault and I am certain is devastated over it. It is always very unfortunate when a young life is taken. A real tragedy for sure.

Sad for everyone. May he rest in peace: gone too soon. We don't know exactly what happened an may never, so I don't want to rush to judgement. I do know drivers should be tested over a certain age, but some are sharp as tacks, so we do not know. Let's keep both families in our thoughts.

My cousin's boyfriend was killed last Tuesday by a car making a left into him as he went thru an intersection, down in NC. He was 47. The car driver said that he didn't see him. We haven't seen the report yet so we don't know if he had his light on or what speed either one was going.

A couple of years ago, one of the majors that i worked with at Picatinny got killed after skidding on some loose gravel and sliding in front of one of those huge Mack dump trucks.

When i was a teenager, I had a 125 and we lived at the edge of a forest and i used to ride the trails all summer long.

That said, these incidents and many more make one wonder if riding on the street is actually safe, no matter how carefully you ride?

not only that, almost every car made has air conditioning now. what are the odds the woman's windows were closed.
and people absolutely fly up that section of 57. I've had people whip past me like I was standing still.

Look people cut one another off on a daily basis. It happens to me almost daily at the intersection of Bells Lane and Washington St. I’m surprised more accidents don’t happen there. People who have a stop sign think they can just pull out in front of those who don’t have one. I’ve almost T-boned countless people over the last 11 years of living on that side of town. It’s not hard to believe the woman on 57 was careless. And unfortunately it cost a young man his life.

I've driven by that spot many many times. You have more than enough time to see someone coming. And if you're driving at a normal speed on the turn there's no way the biker could hit the side of the vehicle. He'd have had to be doing a crazy speed if the woman was doing everything right. I'd bet money she misjudged how close he was and pulled out slowly which led to the collision.

I believe the standard is imminent harm and fear of one’s life. From my reading, seems to work for both the lady and the cop. If someone screams a death threat while beating you, close enough. If someone tussles with you, your gun gets knocked away, good enough for me.

That said, if we as a nation must be armed to be safe, we are lost. We are not “the last best hope on Earth,” but just a band of pitiful pistoleros ever fearful lest we be shot. Stats tell us that generally, not universally, but generally where there are more guns, the is more gun violence and more murders. I may not know it, but I have to believe there is a better answer.

But if you want clarification, here is some wording from SC's stand your ground law:

"A person is presumed to have a reasonable fear of imminent peril of death or great bodily injury to himself or another person when using deadly force that is intended or likely to cause death or great bodily injury to another person if the person against whom the deadly force is used is in the process of unlawfully and forcefully entering, or has unlawfully and forcibly entered a dwelling, residence, or occupied vehicle, or if he removes or is attempting to remove another person against his will from the dwelling, residence, or occupied vehicle"

"A person who is not engaged in an unlawful activity and who is attacked in another place where he has a right to be, including, but not limited to, his place of business, has no duty to retreat and has the right to stand his ground and meet force with force, including deadly force, if he reasonably believes it is necessary to prevent death or great bodily injury to himself or another person or to prevent the commission of a violent crime as defined in Section 16-1-60."

"Great bodily injury means bodily injury which creates a substantial risk of death or which causes serious, permanent disfigurement, or protracted loss or impairment of the function of a bodily member or organ."


So... if I'm at home or in my car, no actual "attack" is necessary to justify the use of deadly force. It's automatically *presumed* that it's a possibility by the mere act of unlawful entry into the dwelling or vehicle.

Anywhere else, there needs to be a "reasonable belief" that death or great bodily injury (or other violent crime) needs to be prevented (not experienced). So, approach me aggressively with a baseball bat (which is reasonable to believe could disfigure me or impair a bodily member) and yes, that's justification to shoot. Throwing a water balloon, not so much...

When I got out of the rehab. I realized I could not handle things like I used to. I had to hire help, so I decided to look for assisted living. There was nothing I could afford In N.J. My daughter found this Independent Living place near her home. It is 400 sf studio, For $1.500 a month, with meals, Once a week cleaning lady, Free washing machines down stairs, a bus for shopping and doctors’ visits. Put Garbage outside your door after 8. The largest mall in the area is down the street. The hardest thing to get used to is the culture with the friendliest people everywhere. Mid America starts here. My favorite diner, Tops Diner in East Newark, closes at midnight during the week and 1am on weekends.

If you choose what diners to patronize based on which ones are open when you personally don't need them to be open, that's your prerogative... but I'll continue to go with choosing the ones that have the best food when I'm actually hungry. Key City is not that place though, lol.

Truly a tragedy. The rider may have swerved to avoid a squirrel or deer. There could even have been someone out of their own lane that they may have had to avoid. I see people riding up to several feet into the opposing lane all the time due to laziness, inattention or whatever other reasons. Sixteen units responded to that - and there was a fire call for a ladder to get into the attic; then a BOLO radio call, just guessing but probably looking for the son. Then the usual "don't worry people, this is isolated" even though the whole block was crime-scene taped.

Wow, this is terrible. Glad he was caught relatively quickly though. Their own 50 year old son has been detained in connection with their deaths. He apparently lived with them and had active warrants for credit card and motor vehicle theft - as per the Patch

I just don't get people sometimes, but maybe we're just not meant to get why someone would do something like this.

People like this where guilt is 100% confirmed should be executed the day after their trial. Why are we sticking people like this in jail to suck money off of taxpayers.... And then even in states where there is a death penalty, these POS's end up on death row for 30+ years, meanwhile family members who are affected end up dying at times before it's seen through. That isn't justice.

Mets, while I agree, I do so on an economic basis saying let's go the route that costs the taxpayer the least. Currently life is cheaper than execution. Since no client, even a confessed, is 100% guilty, there will always be push back against immediate executions. I am OK with that, err on caution, but the process still calls for extreme change.

In order to satisfy any blood lust, or justice, you need more than just allowing capital punishment. You need to change the entire appeals process. Under the current process, it's less expensive to hold in jail for life than it is to execute which incurs the entire execution appeal process.

Yes, a convoluted mess whereby many convicted and on death row have been proven innocent of the crime that put them there. Who knows how many innocents were executed? But I guess you’re all good with that. And taking the morning after pill is murder, please. Convoluted mess is right. The death penalty isn’t justice, it’s revenge and it’s wrong if only for the chance that an innocent person might be wrongly executed.


RAS I said people who are 100% guilty. I didn't say people where there may still be doubt. When someone gets caught in the act or confesses or the evidence is indisputable, that's 100%. No reason to keep those people alive. Death penalty isn't wrong in those cases. An eye for an eye.

A report of a pig grazing on the side of busy county road 521 in Blairstown dispatched the Blairstown Police Department to the area near the one lane bridge. The two officers safely kept the pig in custody and out of traffic until the owners were found just down the road. The pig , named Charlie, broke out of its enclosure in the rear yard and wandered on to the road. A passing motorist called into the Warren County Communications Center and notified them. The 200 pound, two year old pig was lead back to its' home as the owner tempted it with a loaf of white bread.
