Looking for free compost dirt/mulch

I know Morris county has a few spots (Randolph and Mount Olive that I know of) to go to pick up compost dirt and mulch for free, I was wondering if Warren County has the same and where there are locations?

There are big piles of wood chips behind the Miller Street firehouse in Hackettstown. I don't know if they're available to anyone or just Hackettstwon residents.
