Replacing fence

If I am replacing a fence, do I need a permit? It's going to be in the same place be old one is being removed from. Specifications are to code (height, etc). Thanks!

I live in Hackettstown and also replacing an already existing fence. I was told I need a permit from the town before the work Is done. Hope this helps.
